Last year when interim City Manager Oel Wingo was preparing the current city budget, she allocated $10,000 to be allocated in the form of recreational use scholarships.
The intent was for the money to be used to help defray the registration costs associated with organized sports for any youth who is a city resident who had a genuine financial need, and who might otherwise not be able to afford to play.
